Allegations of major scam in Health Department of Jammu Kashmir, Officials order probe

A major scam allegedly involving crores of rupees has surfaced in the Health Department of Jammu Kashmir.

Sources told The Kashmiriyat that authorities of the Government Medical Colleges of Doda, Rajouri, Srinagar and G B Pant Hospital in Srinagar have been accused of “swindling” public funds.

They said that the officials posted at the aforementioned hospitals had made several purchases without without the availability of funds for the purpose.

As per the sources, the hospital officials have been accused of making the purchases from VIGGO Medical Devices India without provision of funds-creation of liability. “The purchases have been brought into effect without the availability of funds,” they said.

In this regard, The Jammu Kashmir admin, under the order number 683- JK (HME) of 2023, has been constituted a has constituted three-member panel to look into the matter and fix the responsibility of those responsible for swindling Hospital Development Funds.

In its order, the admin has asked the three members to investigate the case and to find out the circumstances under which the said purchases were made from the supplier without the availability of funds for the purpose.

“Why the procurement was made outside the ambit of JKMSCL; and  who gave approval for such procurement; was the said procurement absolute necessity for the hospitals/ colleges that compelled the concerned officer(s) to effect purchases without the availability of funds,” the officials asked.

The officers/ officials responsible for placing the requisition of these items with the Principal/ Medical Superintendent concerned with special reasons and necessity of its procurement from the said supplier only, read the official order issued on 22 August, 2023.

“If the procedure followed for the procurement was in accordance with GFRs-2017,” the order read.
