The Administration in Ladakh has issued an order to temporarily define ‘residents of the Union Territory’ for the purpose of appointment to all the non-gazetted posts.
According to the Ladakh Resident Certificate (PRC) Order 2021, any person who possesses a Permanent Resident Certificate (PRC) issued by the competent authority in the districts of Leh and Kargil or belongs to a category of persons who would have been eligible to be issued PRC by the competent authority would be eligible to receive the ‘resident certificate’.
The order states that no person shall be eligible for appointment to a post unless he is a Resident of the Union territory of Ladakh.
Only those who fulfill certain conditions shall be eligible for grant of Resident Certificate for the purposes of appointment to any post under the Union territory of Ladakh or under a local or other authority (other than cantonment board) within the Union territory of Ladakh:
-One who possesses a Permanent Resident Certificate issued by the competent authority in the districts of Leh and Kargil, or
– belongs to a category of persons who would have been eligible to be issued Permanent Resident Certificate by the competent authority of the districts of Leh and Kargil, or
-children of persons possessing a Permanent Resident Certificate issued by the competent authority in the districts of Leh and Kargil or children of persons who belonged to a category of persons who would have been eligible to be issued Permanent Resident Certificate by the competent authority in the districts of Leh and Kargil:
The order further states that if any person holding Domicile or Resident Certificate or such other certificate by whatever name called of any State or any other Union territory shall not be eligible for being Resident of Union territory of Ladakh.
The provisions of the Order shall apply to all the Non-Gazetted posts borne on the establishment of any Department or Service of the Administration of Union territory of Ladakh.
