There was an increase in accumulated balances in 1,138 bank accounts of three departments in Jammu and Kashmir between 2014 and 2019 due to factors such as improper planning and undisbursed funds for relief or compensation to victims of militancy and natural disasters, the CAG has said. It is recommended that there is an effective monitoring mechanism in the union territory in this regard and government instructions are strictly implemented, it said in a report tabled in Parliament recently. Municipal Councilor, One Policeman Killed in Militant Attack in Sopore Kashmir

Shabir Khan A municipal councilor and one Policeman were killed in a militant attack on Monday afternoon in the Sopore area of North Kashmir’s Baramulla district. An official told The Kashmiriyat that Municipal Councilor and his security guard were attacked by militants in Sopore near the Municipal council office resulting in their injuries after which they were later rushed to the hospital. However, both of them succumbed to their injuries. The Municipal Councilor was identified as Riyaz Ahmad and the killed security guard was identified as Shafqat Ahmed. Encounters and militancy-related violence have increased in Kashmir after the February 15 ceasefire agreement between Indian and Pakistan along the Line of Control (LoC) in Jammu Kashmir. Two encounters had taken place between militants and security forces from January 1 to February 15. However, in over a month since the ceasefire agreement was signed, the number of encounters has increased to at least eight. While three militants were killed in the two encounters before February 15, a total of 16 militants including two top commander of Al Badar Khwaja Gani and Jaish top commander Sajjad Afghani have been killed in the eight encounters post the ceasefire truce.
