The Ministry of Home Affairs India has designated 34 people under the “Most-Wanted” category.
Ali Kashif Jan, the Jaish-e-Mohammed (JeM) handler of the 2016 Pathankot airbase attack, was designated a terrorist by the home ministry via an official gazette notification on April 12.
He is one of 34 individuals designated as terrorists under the Unlawful Activities (Prevention) Act, 1967 (UAPA) since its amendment in 2019.
As per PTI, On April 11, the Ministry of Home Affairs (MHA) had added Mohiuddin Aurangzeb Alamgir, another JeM member, to its list of individuals designated as terrorists under the UAPA. Alamgir was one of the chief conspirators of the 2019 terrorist attack on a CRPF convoy at Pulwama that left 44 CRPF personnel dead.
On April 8, Hafiz Talha Saeed, a senior leader of Lashkar-e-Taiba (LeT) and son of LeT founder Hafiz Muhammad Saeed, was designated a terrorist under the Act.
The UAPA aims to prevent unlawful activities and terrorist activities in the country. Originally only covering organizations that engage in terrorism, the Act was amended in 2019 to allow the government to designate individuals as terrorists too.
Under Section 35 of the UAPA, the central government can, by notification in the official gazette, add or remove the names of individuals to the Fourth Schedule, if it believes that they are engaging in terrorism.
Here is the list of 34 individuals currently designated as terrorists under the act:
Maulana Masood Azhar
Founder and chief of Jaish-e-Mohammed. India accuses him of being the key conspirator in the 2001 attack on the Indian Parliament which led to the deaths of 14 people, including 5 militants. Masood Azhar was also allegedly involved in the 2016 and 2019 attacks in Pathankot and Pulwama respectively.
Hafiz Muhammad Saeed
The founder of Lashkar-e-Taiba (LeT) which is operating in Jammu Kashmir. Hafiz is accused of masterminding the 26/11 attacks in Mumbai in 2008 which left 166 innocents dead. India also alleges that Hafiz Saeed is involved in several other attacks including the 2000 attack on the Red Fort.
Zaki-ur-Rehman Lakhvi
He is the Senior leader in LeT and an accused in 26/11 and the Indian Parliament attacks.
Dawood Ibrahim Kaskar
An international Don, Dawood started his D-Company in the 1970s in Bombay. He is allegedly one of the conspirators in the 1993 Bombay bomb blasts that left 257 dead after 13 bombs were set off at multiple locations across Bombay in “retaliation to communal attacks against Muslims.”
Wadhawa Singh Babbar
Babbar is the chief of the Khalistani separatist organization Babbar Khalsa International (BKI.) BKI has been responsible for attacks, assassination attempts, and bombings. Babbar is currently said to be based in Lahore.
Lakhbir Singh
The Khalistan Zindabad Force (KZF) is a Terrorist group, and is part of the extremist Khalistan movement to create a separate country Sikh homeland called Khalistan by carving Punjab and some parts of neighbouring states of Haryana, Rajasthan and Himachal Pradesh out of Indian union via insurgency, blood shed & violence. Government of India and the European Union have declared and banned KZF as a terrorist organisation.
Ranjeet Singh
He is the head of the Khalistan Zindabad Force (KZF), which is a part of the Khalistan movement to create a separate country Sikh homeland called Khalistan by carving Punjab and some parts of neighbouring states of Haryana, Rajasthan and Himachal Pradesh out of Indian union via insurgency.
Government of India and the European Union have banned KZF as a organisation.
Paramjit Singh Panjwar
He heads the Khalistan Commando Force (KCF), a militant Khalistani organisation operating in the state of Punjab with prominent members based in Canada, the United Kingdom and Pakistan. Its objective is the creation of a Sikh independent state of Khalistan through armed struggle.
According to the US State Department, and the Assistant Inspector General of the Punjab Police Intelligence Division, the KCF was responsible for many assassinations in India, including the 1995 assassination of Punjab Chief Minister Beant Singh. India has declared and banned KCF as a terrorist organisation.
Bhupinder Singh Bhinda
A Member of KZF. He is based in Germany and was accused of attempting to assassinate Baba Gurinder Singh Dhillon, leader of the Radha Soami Satsang Beas in Vienna.
Gurmeet Singh Bagga
Gurmeet Singh aka Bagga, 50, is a close associate of Ranjeet Singh Neeta. Bagga is a former Khalistan Zindabad Force (KZF) militant and is wanted in three cases of shipment of a huge quantity of explosives from Pakistan to Punjab to carry out strikes.
Gurpatwant Singh Pannun
Gurpatwant founded the Sikhs for Justice (SFJ) that supports the secession of Punjab from India as Khalistan. It was founded and primarily headed by lawyer Gurpatwant Singh Pannun. It was banned in India in 2019 as an unlawful association.
Hardeep Singh Nijjar
Hardeep Leader of Khalistan Tiger Force (KTF), member of BKI, also linked to Sikhs for Justice. He is currently resident in Canada and remains accused of conspiring to carry out terror attacks in India.
Paramjit Singh Pamma
Pamma was initially, close to Wadhawa Singh chief of Babbar Khalsa. Later on, Pamma joined the Khalistan Tiger Force and became closer to its chief Jagtar Singh Tara. Pamma then took charge of the militant activities in Thailand. He also provided support and infrastructure to militants from Punjab in South-East Asia.
Sajid Mir
A Top commander for LeT, Sajid Mir is wanted for his alleged involvement in the 2008 terrorist attacks in Mumbai, India.
Yusuf Muzammil
Yusuf Muzammil is also one of the accused in the 26/11 attacks in Mumbai.
Abdur Rehman Makki
Makki is the Brother-in-law of LeT co-founder Hafiz Saeed. He is listed on the National Investigation Agency’s Most Wanted list.
Shahid Mehmood
Deputy chief of Falah-i-Insaniyat (FIF.) Falah-e-Insaniat Foundation (FIF) was a charity organization established by Jamat-ud-Dawa and was based in Pakistan. In 2019, Government of Pakistan banned the organization.
Farhatullah Ghori
The Indian Government accused Farhatullah of being involved in 2002 Akshardham temple attacks and 2005 suicide attack on a Hyderabad Task Force office. He is based in Pakistan.
Abdul Rauf Asghar
Rauf based in Pakistan involved in the setting up of training camps for the recruitment and training of militants in the country. He is also a key conspirator in the 2001 attack on the Indian Parliament.
Ibrahim Athar
Ibrahim is believed to be involved in the 1999 Kandahar hijacking of Indian Airlines flight 814 (IC 814) which ended only upon the release of three people by India. He was also a conspirator in the 2001 Parliament attack.
Mohammad Yusuf Shah
Also known as Syed Salahudin, Yusuf is the Supreme commander of Hizbul Mujahideen (HM) and chairman of the United Jihad Council. He is allegedly involved in arranging funds and financing to advance militant activities in Kashmir. He was one of several individuals designated as global terrorists by the US Department of State under executive order 13224 in the year 2001.
Ghulam Nabi Khan
Popularly known as Amir Khan, a resident of south Kashmir, Ghulam Nabi Khan is the deputy Supreme of Hizbul Mujahideen based in Pakistan.
Shaikh Shakeel
Shakeel popular as Chotta Shakeel is the member of D-Company and believed to be a close associate of Dawood Ibrahim, based in Pakistan.
Ibrahim Memon
The Alleged mastermind behind the 1993 Bombay blasts and Yakub Memon’s brother, Ibrahim known as Tiger Memon is wanted by Interpol and CBI for his role in the 1993 blasts.
