DBU fraud: Indian Nursing Council asks for withdrawal of recognition granted to university

After serious allegations against Desh Bhagat University, the Indian Nursing Council has requested the Medical Education and Research Department, GoP, to withdraw the recognition granted to DBU and adjust the affected students in approved colleges.

A letter, a copy of which lies with The Kashmiriyat, Joint Secretary of Indian Nursing Council has written to Principal Secretary of Department of Medical Education & Research, Government of Punjab, that “Please refer to the order dated 20.09.2023 issued against the Desh Bhagat University on the subject of allegations of malpractice on the part of Desh Bhagat University in running the nursing courses.”

“It is noted that the Desh Bhagat University (“University”) has been repeatedly found to be involved in malpractice in running the nursing courses. Earlier there had been allegations against the University that nursing qualifications were being granted to non-attending students,” the letter reads.

It reads, “The case of Priyanka Rani, one such student, was brought to the notice. It may be noted that Indian Nursing Council (“Council”) had initiated action against Desh Bhagat University under Section 14 of the Indian Nursing Council Act (“Act”) for withdrawal of recognition of qualifications granted by the said University.”

Now by granting admission to more students than the permitted strength the University has again indulged in serious malpractice and has risked the future of students. The allegations are serious in nature as it affects a large group of students who have been given admission without following the due procedure thereby risking their future. The said University is also found to be running nursing courses in violation of the guidelines/ regulations prescribed by the Council, it further reads.

“It is brought to your kind notice that the Executive Committee of the Council also deliberated on the letter having no. DMER-ME303ME3/6/2023-DIR of MER/646572 dated 20/09/2023 issued by Government of Punjab in its meeting held on 22.09.2023 has resolved that the nursing qualifications granted by the University shall not be treated as recognized qualification under the Act. The declaration in this regard shall be issued shortly.”

“Since the Government of Punjab has found after inspection that that the University is granting admissions to students in an unauthorized manner and granting more admission than the earlier permitted strength, in the interest of safeguarding the future of students, you are requested to transfer/ adjust the students in other approved colleges so that they may get adequate nursing education.”

It further reads as “You are further requested to withdraw the recognition granted to the Desh Bhagat University with immediate effect, after adjusting the students who are already pursuing their education from the Desh Bhagat University, to other recognized colleges under Baba Farid University. The students transferred shall not increase the student intake capacity for the concerned academic year of receiving college.”
