Jammu Kashmir’s Administration days after it permitted the usage of agricultural land for non-agricultural purposes has framed rules for the conversion of Agricultural Land.
The District Collector is the head of the District Level Committee that will examine the plea for conversion of agricultural land into non-agricultural and grant permission after recommendations from the Committee.
Besides District Collector, Assistant Commissioner (Revenue) as the Member Secretary and officers from the districts of Public Works (R&B), Irrigation & Flood Control, Power Development, Pollution Control Committee (if required), Agriculture, Industries and Commerce, District Development Authority, Forests Department.
As per a report by Daily Excelsior, the district-level Committee will meet every to consider cases for change of land use.
The Government has listed certain conditions on which the permission for conversion of land use will be granted.
“The grant of permission shall be subject to the provisions of the Jammu Kashmir Land Revenue Act and Rules framed. The land shall not be used for a purpose other than that for which permission is granted,” as per the Rules.
The Rules state that if the applicant does not commence work on the agricultural land within one year from the order of the application approval and up to the maximum period of two years from the first date of permission, the permission will lapse.
The Revenue Department has fixed 30 days time limit for grant of permission.
The Rules further state that the ACR, SDM and Tehsildar shall be responsible for monitoring the implementation of regulations within their respective areas of jurisdiction.
