
Jammu Kashmir Tourism Development Corporation (JKTDC) has taken stringent action against license violations at Hotel Heemal, Srinagar, by shutting down shops involved in illegal subletting and unauthorized business activities.
On Thursday afternoon, JKTDC officials sealed the premises following the termination of licenses, citing breaches of the agreement signed in 2017.
An earlier communication from JKTDC, dated March 27, 2025, addressed to the Excise Department, of which a copy is available with The Kashmiriyat, revealed that the licensees had engaged in unauthorized partnerships with liquor license holders.
The letter named three individuals—Shri Narayan Sharma (Shop No. 1), Shri Anil Kohli (Shop No. 2), and Shri Inderjeet Bhatia (Shop No. 3)—as violators of the terms and conditions of their agreements.
“It has come to the notice of JKTDC that the above licensees are subletting or doing partnership with other liquor business operators who have valid excise licenses, which is absolutely prohibited as per the license agreement dated July 2017,” the order stated.
The letter further stressed that before issuing any future liquor licenses for these shops, an NOC from JKTDC must be obtained “to avoid any contravention of the license agreement.”
In light of these findings, JKTDC moved to terminate the lease of Shop No. 1, directing the licensee, Shri Narayan Dass, to surrender possession immediately.
Officials carried out the order on Thursday afternoon, sealing the shop as part of the enforcement process.
This crackdown signals a stricter approach by JKTDC to ensure compliance with licensing agreements, particularly in state-run properties.
