
Secretary of the Jammu Kashmir Legislative Assembly, Manoj Kumar Pandit, on Monday informed the House that three important bills passed by the Assembly have received the assent of the Lieutenant Governor on March 25, 2025.
While addressing the House, the Secretary said, “Three Bills, passed by Legislative Assembly, have been assented to by the Lieutenant Governor on the 25th of March, 2025. The Bills include The Jammu and Kashmir Goods and Services Tax (Amendment) Bill, 2025 (L.A. Bill No. 1 of 2025), The Jammu and Kashmir Appropriation Bill, 2025 (L.A. Bill No. 2 of 2025), and The Jammu and Kashmir Appropriation Bill, 2025 (L.A. Bill No. 3 of 2025).”
The Jammu Kashmir Goods and Services Tax (Amendment) Bill, 2025, seeks to bring the Union Territory’s GST framework in line with recent amendments made to the Central GST Act.
The bill was tabled by Deputy Chief Minister Surinder Choudhary on behalf of Chief Minister Omar Abdullah during the ongoing budget session. Officials clarified that the amendment is primarily aimed at improving tax compliance, easing procedures for businesses, and ensuring uniformity with national GST regulations. It does not involve any additional financial burden on the consolidated fund of the Union Territory.
The Jammu and Kashmir Appropriation Bill, 2025 (L.A. Bill No. 2), authorizes the withdrawal of funds from the Consolidated Fund of Jammu and Kashmir for the financial year 2024-25. The budgetary allocations covered under this bill are meant to support critical sectors such as power, infrastructure, education, and social welfare.
As per the financial statement presented earlier in Parliament by Union Finance Minister Nirmala Sitharaman, the budget includes provisions such as ₹9,400 crore for power subsidies, ₹3,983 crore for the construction and maintenance of roads and bridges, and ₹1,875 crore for strengthening school education infrastructure.
The Jammu Kashmir Appropriation Bill, 2025 (L.A. Bill No. 3), serves as a supplementary appropriation, providing additional financial resources to ongoing and new initiatives. This includes funding for administrative operations, infrastructure expansion, and social welfare programs across the region.
