‘Ensures safeguards for independent journalism’: Central government defends blocking of media platforms

The government of India has addressed concerns raised regarding the blocking of independent media platforms, particularly news channels Bolta Hindustan and National Dastak.

In response to a question raised in the Lok Sabha by Pratima Mondal on December 18, 2024, Minister of State for Information and Broadcasting Dr L Murugan clarified that the government follows strict procedural safeguards in such actions.

The question sought details on whether notices had been issued under Section 69A of the Information Technology Act to block these platforms without sufficient transparency or fair hearing, particularly in light of their impact on freedom of expression.

Murugan explained that the government’s actions were in line with the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, which were notified on February 25, 2021.

These rules govern the conduct of digital media platforms and allow the government to issue directions for blocking content under Section 69A of the IT Act, primarily for reasons related to national security, public order, or preventing incitement to criminal activity.

He stated, “The concerned content is examined by a Committee having representatives from various ministries, including Law and Justice, Defence, External Affairs, and Women and Child Development, along with domain experts from bodies like the Press Council of India, FICCI, and CII.”

The Minister emphasised that sufficient procedural safeguards exist to prevent misuse of these powers, asserting that the affected publishers or intermediaries are given an opportunity to appear before the Committee and submit clarifications.

Dr Murugan also highlighted that the government’s approach aims to balance transparency, accountability, and the protection of national interests, particularly in times of elections when diverse perspectives are essential. PTI
