Gulmarg and Tangmarg declared smoke-free tourist areas

The District Development Commissioner of Baramulla has declared Gulmarg and Tangmarg as “Tobacco Free Zones/Smoke-Free Tourist Areas”.

The order has been issued to promote public health and contribute to the Nasha Mukt Jammu & Kashmir Abhiyan. The order strictly prohibits smoking and spitting of tobacco in these areas, making it a punishable offense.

The order, issued on February 15, 2025, cites the harmful effects of tobacco use, including its role as a leading cause of non-communicable diseases such as cancer, cardiovascular disorders, and lung diseases. It also highlights the dangers of second-hand smoke and spitting, which can spread infectious diseases.

The decision is aimed at maintaining cleanliness during the upcoming Khelo India event in Gulmarg.

“With a view to keep entire Gulmarg and Tangmarg clean during the event, the entire area is declared as ‘Tobacco Free Zone/Smoke Free Tourist Areas,’” the order states.

The enforcement of the ban is supported by the Cigarettes and Other Tobacco Products Act (COTPA) of 2003, which prohibits smoking in public places, including offices, workplaces, and public transport. The order also references Section 270 of the Bhartiya Nyaya Sanhita (BNS), which penalizes acts causing public nuisance or danger.

The District Development Commissioner emphasized the need for strict compliance, directing the Senior Superintendent of Police Baramulla, the Chief Executive Officer of the Gulmarg Development Authority, the Sub Divisional Magistrate of Gulmarg, and the Chief Medical Officer to ensure effective implementation.

Officials confirmed that violators would face legal consequences. “Smoking and spitting of tobacco in the entire Gulmarg and Tangmarg areas are prohibited and is a punishable offence,” the order states.
