Jammu Kashmir assembly likely to hold another short session from October 13–20

The Jammu Kashmir Cabinet on Wednesday recommended to Lieutenant Governor Manoj Sinha that the Legislative Assembly be convened for a brief session from October 13 to October 20. The decision was taken during a Cabinet meeting chaired by Chief Minister Omar Abdullah and attended by all ministers.

The upcoming session is expected to address key issues such as statehood and reservation, which have been at the center of ongoing political discussions in the region.

As per the Jammu and Kashmir Reorganisation Act, 2019, there must not be a gap longer than six months between the last sitting of one session and the first sitting of the next. “The Lieutenant Governor shall, from time to time, summon the Legislative Assembly to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session,” reads the Act. Since the last sitting of the previous session was held on April 29, the next session must be held by October 28.

In the last Assembly session, which ran for 21 days, three bills were passed: the Jammu and Kashmir Goods and Services Tax (Amendment) Bill, 2025, and two Appropriation Bills for 2025. These bills received the Lieutenant Governor’s assent shortly after passage.

The session is also expected to see renewed debate on statehood, with previous resolutions having lapsed amid disruptions, and on the issue of reservation, which has remained a point of contention. In the last session, Handwara MLA Sajad Gani Lone repeatedly raised concerns over government policies regarding reservation.

Political parties and stakeholders are preparing for a session that is likely to be brief but focused on these pressing matters, shaping the legislative and political landscape of Jammu Kashmir.
