NCM takes action on harassment of Kashmiri students after Pahalgam attack

In a significant development, the National Commission for Minorities (NCM), Government of India, has taken cognizance of a complaint filed by Advocate Saddam Mujeeb regarding the rise in targeted harassment, intimidation, and physical assaults against Kashmiri students across India following the recent Pahalgam terror attack.

Advocate Mujeeb, who filed the petition on 24th April 2025, expressed his concern over the escalating violence against Kashmiri students. In a statement, Mujeeb said, “The alarming pattern of harassment, including physical assaults and evictions, is a direct consequence of the recent terrorist attack in Pahalgam. This is a coordinated attack on the dignity and safety of Kashmiri students across India.”

He went on to thank the NCM for its swift response, adding, “I sincerely appreciate the National Commission for Minorities for taking immediate cognizance of this issue. Their timely action underscores the importance of protecting the constitutional rights of every citizen, regardless of their origin or religion.”

Mujeeb also referenced The Kashmiriyat, stating, “Verified reports, including visuals and testimonies shared with reputable platforms like *The Kashmiriyat, have brought these grave incidents to light. It is crucial that we address these issues promptly to prevent further harm.”

The incidents of harassment include a brutal assault on a student from Sopore by a group of non-local students at his accommodation in Chandigarh, evictions and discrimination faced by Kashmiri students in Prayagraj, and public threats made to students in Dehradun, calling for Kashmiri Muslims to leave the region.

On 25th April 2025, the NCM issued a directive to the Chief Secretaries of Uttar Pradesh, Punjab, and Uttarakhand, urging them to take immediate action. The official order, addressed to the Chief Secretary of Uttar Pradesh, reads:

“I am directed to forward herewith a copy of representation received from Shri Saddam Mujeeb, New Delhi, on the above-mentioned subject for taking appropriate action under intimation to NCM.”

The order, signed by Sunil Kumar Singh, Under Secretary of the NCM, highlights the severity of the situation and calls for swift intervention to ensure the safety and dignity of Kashmiri students.

Advocate Mujeeb emphasized, “This development is a critical reminder that we must uphold the rights of every individual and ensure that no one is persecuted due to their ethnicity or background.”

The NCM has also sent similar orders to the governments of Punjab and Uttarakhand to ensure proper action is taken.
