At least 20 people were killed and 30 wounded by a suicide car bomb just outside a restaurant near the port in Somalia's capital Mogadishu late on Friday, an emergency services official said. The blast sent plumes of smoke into the sky and triggered gunfire, witnesses and state-owned media reported. "So far we have carried 20 dead people and 30 injured from the blast scene," Dr. Abdulkadir Aden, founder of AAMIN Ambulance services told Reuters.   On Thursday, Union Minister of Information and Broadcasting Prakash Javadekar said that OTT platforms will not have to register with the ministry and a self-regulating body under the new digital rules will have no members appointed by the government. On February 25, the Centre notified the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, under the Information Technology Act, 2000. The new set of rules are for regulating social media companies, streaming and digital news content.
