Two government employees terminated for alleged militancy links

Lieutenant Governor Manoj Sinha has dismissed two government employees from service under Article 311 of the Constitution, citing their alleged involvement in activities linked to militancy.

The move, according to officials, underscores the Jammu Kashmir administration’s continued “zero-tolerance policy” towards any form of support for militancy or subversive acts.

The employees dismissed are Ghulam Hussain, a teacher in the Education Department from Reasi district, and Majid Iqbal Dar, a teacher and former Lab Assistant.

Officials said Hussain was accused of acting as an Over Ground Worker (OGW) for the Lashkar-e-Taiba (LeT) outfit, maintaining contact with militants and allegedly facilitating their recruitment and financial networks in parts of Reasi.

Majid Iqbal Dar, on the other hand, has been accused of involvement in narco-terrorism, radicalization of youth, and channeling drug proceeds to fund militant activities. Authorities claim he also had links to Improvised Explosive Device (IED) plots in Rajouri and continued subversive activities even while under detention.

The latest terminations add to a series of similar actions taken by the Jammu and Kashmir administration since 2021, when dozens of employees—including teachers, police personnel, and revenue officers—were dismissed for alleged anti-national activities without formal departmental inquiry, under the provisions of Article 311(2)(c).

The policy, officials say, aims to root out elements within the government suspected of aiding militancy in any form. However, rights groups and some political parties have previously raised concerns over the lack of transparency in the process, arguing that employees are often not given a fair chance to defend themselves before dismissal.
