On 12 May 2021, a heinous case was reported in North Kashmir’s Baramulla town when video showing the use of force by Additional Deputy Commissioner (ADC) Baramulla during coronavirus lockdown has gone viral. The officer can be seen beating the men and women with a stick.
The ADC in the video was seen walking on the streets of Baramulla district along with his staff, mostly sticks in their hands. He was seen beating the people without enquiring anything from them. The video also showed the officer entering a butchers shop and beating him with a stick.
Government has claimed that the strict action will be taken if found guilty but in reality nobody knows the actual status of the enquiry initiated against him and what was the result of the same.
In November 2020, a show cause notice vide letter No DCB/SQ/3676-83 Dated 30/10/21 was issued to Tehsildar Uri and Boniyar for not furnishing information regarding state land under Roshni scheme within stipulated time.
“Despite express exigency associated with the matter as repeatedly brought into the notice of every officer/official involved in the preparation of information referred to in the subject, the information from Tehsildar Boniyar with respect to Tehsil Uri is still awaited,” reads the letter.
The ADC asked him to furnish the report within one day. “Therefore tehsildar Boniyar with additional charge as Tehsildar Uri is asked to show cause within one day in writing as to why action as warranted under law shall not be taken against him for his lackadaisical approach,” it reads.
Naveed Bukhtiyar an RTI activist and youth coordinator of ‘Jammu and kashmir RTI Movement’ filed an application seeking The Xerox copies of the response filed by Tehsildar uri, Action Taken report if any and Details furnished under Roshni Scam as per recent high court Judgment (Name, address, details of land occupied)
However the applicant told The Kashmiriyat that “Till date I haven’t received any response despite filing the first appeal under RTI Law.”
In November 2020, a corona virus positive women in Bandipora was forced to deliver baby in open after hospital refuses treatment. On same day official page of district information centre bandipora informed general public that Show cause notice has been issued to the medical superintendent and medical officer of District Hospital Bandipora who were on duty at the time of the incident. He also constituted a committee of officers to investigate the matter and submit a report within a week’s time.
After the incident the same RTI activist filed another RTI seeking the findings of the committee which was constituted to investigate the matter and submit a report within a week, action taken after the committee meeting and the response of the the accused to show cause notice.
However Bukhtiyar while expressing his extreme disappointment told “The kashmiriyat” that he didn’t receive any response on this application as well.
In the month of June 2021, Rural Development Department had ordered suspension of two Assistant Commissioners of Development (ACDs) and 11 Block Development Officers (BDOs) for excess withdrawal of MGNREGA funds in three districts of Kashmir.
Department has claimed that inquiry was initiated into the matter of withdrawal of funds in excess under MGNREGA in the districts of Baramulla, Anantnag and Shopian. Director Rural Development Kashmir has appointed as the Inquiry Officer. He was supposed to complete the inquiry and submit the report along with his recommendation in the matter fixing responsibility, to the Administrative department within a period of 15 days.
Four separate orders were issued in this regard by Bipul Pathak, Principal Secretary, RDD. More than Rs two crores were unauthorizedly withdrawn from e-FMS account by District Baramulla, Anantnag and Shopian.
In some past few years the union territory of Jammu and Kashmir has witnessed a number of blunders and corruption cases done by the top officials sitting in the power. Acting frequently on those cases government has claimed that action has been initiated timely against those who’ve been found guilty in all the cases be it corruption, misbehavior or any institutional atrocity.
Meanwhile when a misconduct comes into the public domain with the mass media coverage the concerned officers claim that they have sat an enquiry commission which will investigate the matter properly and will initiate any action accordingly but after few days when the controversy ends all of us forget to know what happened to the accused afterwards to the so called enquiry commissions.
