Ikhlaq Salmani, a barber from Saharanpur, Uttar Pradesh, left his home in
search of some work due to the lockdown his financial condition was poor.
According to reports available to The Kashmiriyat Ikram Salmani, Ikhlaq’s brother, Ikhlaq reached Panipat, he sat down to rest for a few minutes in the Kishanpura area park. When, “Two men came and asked his name. As soon as they heard his name they started beating him. After which Ikhlaq was left on the road in the injured condition.”
He also added that his brother collapsed, when he was earlier beaten near a park and when he regained consciousness, he went to a neighboring house to get water and coincidentally ended up at the house of youths who had earlier beaten him.
They took him inside the house and nearly 6 people and started beating him
with wooden sticks including two women. They used “saw” blades (used to cut heavy logs of wood) to cut off his arm which had 786 tattoo scribbled on it.
He was later thrown near the railway tracks.
It was around 5 am, when Ikhlaq returned to his senses when he found himself lying at a railway station.

He then called his brother to inform him. Ikram said that he came to know about the incident when an unknown person called him from Panipat.
He was then taken to Panipat Hospital for further treatment.
Ikhlaq told his brother about the area where he was beaten and described the house. Soon then Ikram went to the place and came to know that the attackers are from Saini community Ikram also made a statement that they’re being misguided by the administration, and the police is trying to hush up the matter by saying that Ikhlaq lost his arm in a train accident.
Ikram wants justice for his brother and is worried because no one has been
arrested so far. Now FIR has been registered and been transferred to Chandi Bagh police station and they will investigate it further.
