
Jammu Kashmir government has barred Dr. Hanief Dar, Assistant Professor in the Department of Surgery at Government Medical College (GMC) Srinagar, from engaging in private practice with immediate effect, citing gross violation of service conduct rules.
According to Government Order No. 308-JK (HME) of 2025 issued by the Health and Medical Education Department, the action follows an evaluation by the State Health Agency under the Ayushman Bharat PMJAY SEHAT Scheme. The evaluation found that Dr. Dar had conducted 1,807 surgeries exclusively in private hospitals, without performing any procedures under the scheme at GMC Srinagar.
The order, of which a copy is available with The Kashmiriyat, further states that the work-done report from GMC Srinagar confirmed Dr. Dar’s substantial involvement in private practice, despite his status as a full-time faculty member. “His engagement in private practice significantly outweighs his contribution to government service,” the order reads.
Terming this a serious violation of J&K Service Conduct Rules and government directives regulating private practice by medical faculty, the order notes that Dr. Dar’s actions constitute professional misconduct.
“In exercise of the powers vested in the Government… Dr. Hanief Dar is hereby prohibited from engaging in private practice across Jammu Kashmir, with immediate effect,” the order said, warning that non-compliance will attract disciplinary action as per service rules,” the order read.
