Son of a government school teacher, 31-year-old Saifullah Mir had joined the militant movement in 2014. Mir, who was the Hizbul Mujahideen chief, has been reported killed by the forces in an encounter on November 1, 2020, in Srinagar. A child of conflict, Mir was born in 1989 when the militancy was raging in full swing in the valley. But there is more to his identity than just being a militant. A native of Malangpora in Pulwama district of South Kashmir, Mir studied till class X and later earned a diploma in medical electronics from the Industrial Training Institute in Pulwama in 2010. Firdous Qadri Vijay Kumar, The inspector General of Police Kashmir range has said that the Chief Operational commander of Hizbul Mujahideen’s Dr Saifullah has been killed during the encounter that raged at Rangreth area of Srinagar. Speaking to media at the encounter site, he said “I am 95 per cent sure that the militant killed in the gunfight is Hizb chief operational commander Dr Saifullah who had taken over the reins of Hizb after the killing of its chief Reyaz Naikoo in an encounter in May this year." The IGP said a suspect and not the militant has been arrested at the encounter site who is being questioned. “The encounter is almost over. We are sanitizing the area and clearing it as there may be some leftover grenades.” he said.

Jammu Kashmir's Lieutenant Governor Manoj Sinha has divided the assets and liabilities of the former Jammu Kashmir State between the two union territories Jammu Kashmir and Ladakh under the Reorganization Act. A notification in this regard has also been issued. Sections 84 and 85 of the Jammu Kashmir Reorganization order that the assets and liabilities of the former Jammu Kashmir State be shared between Jammu Kashmir and Ladakh. An advisory committee was formed to distribute these assets, liabilities and rights. A few days after the Goverment of India passed the controversial land Law, the J&K administration has declared the Roshni Act as null and void and said that it would retrieve entire land in six months. Earlier the CBI had ordered a probe into the alleged scam, in which around 20.55 lakh kanals of land (1,2,50 hectares) to occupants of which 15.85 percent of the land was approved for vesting of ownership rights. The scheme was finally repealed by Satya Pal Malik, the former governor of the erstwhile state of Jammu Kashmir, on November 28, 2018.
