The District Magistrate of Kathua has ordered a magisterial inquiry into the death of Makhan, a 25-year-old resident of Billawar in Kathua, amid allegations of custodial killing.
The decision follows a tweet by former Jammu and Kashmir Chief Minister Mehbooba Mufti, who raised concerns about the incident on Thursday morning.
Mufti’s tweet claimed that Makhan was detained by the Station House Officer (SHO) of Billawar on false charges of being an Over Ground Worker (OGW).
She stated, “Shocking news from Kathua: Makhan Din, aged 25 from Perody, Billawar, was detained by the SHO of Billawar on false charges of being an Over Ground Worker (OGW). He was reportedly subjected to brutal thrashing and torture, forced into a confession, and tragically found dead today.”
In response to the incident, the District Magistrate of Kathua, Dr. Rakesh Minhas, ordered an inquiry to determine the exact cause of death.
An official order issued today appointed Anil Kumar, the Tehsildar of Lohai Malhar, as the Inquiry Magistrate. Kumar has been directed to investigate the case and submit a comprehensive report within five days.
The inquiry will involve recording statements from all relevant individuals, and all necessary legal procedures will be followed. “The inquiry officer has been instructed to ensure a thorough investigation into the matter,” the order stated.
Authorities have sealed the area, and internet services in the region have been cut off, causing widespread concern. Mufti further highlighted that, “The area has been sealed off, and internet services have been cut, leading to widespread panic. There’s an ongoing crackdown, with more individuals being picked up.”
Copies of the order have been sent to the Divisional Commissioner, Jammu, Senior Superintendent of Police Kathua, Additional Deputy Commissioner Billawar, and the appointed Inquiry Magistrate for necessary action.
