‘Do not raise anti-national slogans’: Here is everything you need to know about 8th Muharram order

The Jammu Kashmir administration has permitted 8th Muharram procession in Srinagar’s Dal gate area after a gap of over three decades.

According to an order, of which a copy was accessed by The Kashmiriyat, the admin has given conditional permission which includes the procession being taken out from 6 A.M to 8 A.M on the traditional route.

“Whereas, an application was received from Yaadgar-i-Hussaini Committee seeking permission for taking out Muharram procession on 8th Muharram-1445 from Guru Bazar to Dalgate via Budshah Kadal and M.A Road, Srinagar,” read the order.

Whereas, the matter was taken up with the Senior Superintendent of Police, Srinagar vide this office No. DMS/Jud/Muharram/2023/486 dated: 11-7-2-023 for comments.

Whereas Senior Superintendent of Police, Srinagar vide No. CS/45-23(Muh)/33730-34 Dated: 26.07.2023 has conveyed NO OBJECTION in favour (Yaadgar-i-Hussaini Committee) for taking out Muharram procession on 8th Muharram-1445 from Guru Bazar to Dalgate via Budshah Kadal and M.A Road, Srinagar.

Several conditions have been set for the procession which includes the following:

The participants shall not indulge in any anti-national / anti-establishment speeches / sloganeering or propaganda and no activity shall in any way affect the communal / sectarian harmony, religious/ ethnic /cultural and regional sentiments of the people.

That no activity during the procession should be prejudicial to the security and sovereignty of the state and should not disrespect any national symbol / emblem.

That they shall not hoist any flag depicting provocative slogans / text and / or photos of militant outfits, logos of banned organizations at both national and international level.

That the organizer(s) shall abide by all the rules and regulations and shall not indulge in any activity which may led to law-and-order problem in the area.

That they shall not cause any defacement or damage to the Govt / public property.

That activities of the participants attending the procession should remain strictly confined to the programme only.

That they shall cooperate with local police and other security agencies as desired by them in the public interest.

They shall not cause any obstruction in smooth flow of traffic on roads routes falling in close vicinity of the area and shall not use Drone during the procession without proper permission, read the order accessed by The Kashmiriyat.

Keeping in view the above, the permission is hereby “granted” in favour of Yaadgare Hussaini Committee, Kaloo Manzil Mohalla Guru Bazar for taking out Muharram procession on 8th Muharram-1445 from Guru Bazar to Dalgate via Budshah Kadal and M.A Road, Srinagar from 6:00 am to 8:00 am on 27th July, 2023.

“The time window has been finalized in the larger public interest as the procession route encompasses massive business / commercial establishments, movement of ambulances, students, offices,” the order read.

Insiders from Anjuman e Sharian Shia spoke to The Kashmiriyat on the matter and said that the leaders of all four major organizations have sat and began deliberations to discuss whether they accept the conditions of the administration or not.
