LG terminates two more government employees for ‘anti-national’ activities

The Jammu Kashmir administration on Friday dismissed two government employees from Kupwara district from service under provisions of Article 311 of the Constitution of India.

According to separate orders issued by the General Administration Department, the Lieutenant Governor ordered the termination of Siyad Ahmad Khan, Assistant Stockman in the Sheep Husbandry Department, a resident of Keran, and Khurshid Ahmad Rather, a teacher in the School Education Department from Nawa Gabra, Karnah.

The orders state that after considering the facts and circumstances of the cases, and based on information available, the Lieutenant Governor was satisfied that their activities were such as to warrant dismissal from service.

Citing sub-clause (c) of the proviso to clause (2) of Article 311 of the Constitution, the administration said it was not expedient to hold an inquiry in the interest of the security of the State.

Both employees have been dismissed with immediate effect.

Since the abrogation of Article 370 in 2019 and the conversion of Jammu and Kashmir into a Union Territory, the administration under Lieutenant Governor Manoj Sinha has frequently invoked Article 311(2)(c) of the Constitution to dismiss employees without inquiry, citing security concerns.

A special task force formed in 2021 has been identifying staff accused of anti-national activities. By mid-2025, more than 70 government employees had been terminated for alleged links with militancy or activities deemed a threat to the state.
